Odesa is a city with a unique history and cultural wealth that has experienced significant damage in recent years. As a UNESCO Cultural Protection Award laureate, I, Claudia Coku, an international expert in security, forensics, and cultural heritage protection, am joining the initiative to support the restoration of Odesa’s cultural monuments.

Throughout my professional career, I have worked on protecting historical sites in Europe, the USA, and the Middle East. My experience in international investigations, combating the illegal trade of antiquities, and developing security strategies for cultural heritage allows me to suggest practical steps for restoring Odesa and its architectural legacy.

Step One: Documenting Destruction and Creating a Unified Database

Odesa has seen the loss of many important cultural landmarks. However, before restoration begins, it is crucial to conduct a detailed assessment of the damage.

  • Creating a digital database of damaged and destroyed monuments could help streamline restoration efforts.
  • Utilizing drones and satellite imagery may provide a clearer understanding of the extent of destruction.
  • Collaboration with local historians and architects can assist in reconstructing historical documentation of buildings.

Step Two: Strengthening the Protection of Historical Sites

Many cultural monuments remain vulnerable to vandalism or illegal trade in artifacts. To reduce these risks, it is necessary to:

  • Install video surveillance systems near key sites.
  • Organize training for local law enforcement agencies on cultural heritage protection methods.
  • Enhance customs control to mitigate the illegal export of historical artifacts.

Step Three: Securing International Support and Funding

Without proper funding, full restoration may be challenging to achieve. Odesa should seek the support of international partners. I recommend:

  • Applying for grant programs from UNESCO and the EU to restore monuments.
  • Collaborating with international foundations that finance restoration projects.
  • Developing an investment program to attract donors and philanthropists.
Based on my experience, a well-structured restoration program often garners support at the international level.

Step Four: Training Specialists in Restoration and Cultural Heritage Preservation

Restoring historical landmarks requires not only funding but also highly qualified professionals.

  • Establishing educational programs for architects, historians, and restorers is essential.
  • Engaging international experts could offer valuable insights into restoration practices.
  • Training and knowledge exchange between Ukrainian and European specialists may significantly enhance the quality of restoration work.

Step Five: Promoting Cultural Heritage and Its Importance

Odesa must not only restore its landmarks but also rethink its approach to their preservation in the future.

  • Developing cultural tourism is an important step to increasing awareness of historical sites.
  • Organizing educational initiatives for local residents can help emphasize the importance of cultural heritage.
  • Implementing continuous monitoring and maintenance of restored sites is crucial for their longevity.

Summary: An Action Plan for Odesa’s Future

Odesa has the opportunity not only to restore its lost monuments but also to create a long-term protection system for them. Drawing on my experience in forensics and cultural heritage protection, I believe the following steps are critical:

  • Proper documentation of destruction forms the foundation of successful restoration.
  • The security of cultural sites should be prioritized.
  • International support plays a vital role in securing the necessary resources for restoration.
  • Training specialists can help ensure the long-term protection of historical monuments.
  • Cultural heritage should be integrated into the city’s modern identity.

I am ready to contribute to each of these areas and, together with international partners, help Odesa reclaim its cultural legacy. It is our shared responsibility to preserve history for future generations.
